The Presto Sound Library provides a Service so that any application can change the speed and pitch of MP3s/Oggs, provided the developer of that application has modified it to use Presto and the end user has Presto installed. It is currently in open beta.
I have no idea how feasible this would be with Presto, but it never hurts to ask.
In DoggCatcher there is a feature that lets you play the podcast as audio. This audio does not get the sped up by Presto. Is it possible that it could do this?

It's probably technically possible, but it's questionable if I'm smart enough to successfully implement it. There's also the issue of my schedule, being that this is a side project, plus an unknown number of patent issues, so it's unlikely to be forthcoming.
